Our Vision

To develop a person-centered, community oriented behavioral and developmental system that supports recovery and resiliency through hope, experience, advocacy, and education while ensuring dignity and respect to individuals.



The Armstrong-Indiana Behavioral and Developmental Health Program (AIBDHP) was established by the Commissioners of Armstrong and Indiana Counties to comply with the Mental Health and Mental Retardation Act of 1966 passed by the Pennsylvania Legislature.  The legislation mandated that all counties in the Commonwealth, either separately or jointly, establish community based services for the mentally disabled in their counties.  The Commissioners of Armstrong and Indiana Counties chose to form a two county joinder and under this administrative structure, appointed a County Administrator and an Advisory Board. The program is responsible for assessing needs, developing plans and allocating funds, as well as maintaining oversight responsibility of the Intellectual Disabilities, Early Intervention, Behavioral Health and Medical Assistance HealthChoices programs.  Funding for the programs comes from the following Pennsylvania Department of Public Welfare (DPW) program offices: Office of Mental Health and Substance Abuse Services (OMHSAS), Office of Developmental Programs (ODP) and the Office of Child Development and Early Learning (OCDEL).

Armstrong and Indiana Counties are essentially rural counties and at the inception of AIBDHP, there were little or no community based services for the mentally disabled in either county.  Today however AIBDHP contracts with multiple provider agencies to provide a broad and comprehensive spectrum of services for the mentally disabled citizens of Armstrong and Indiana Counties. We believe that services should be person-centered and take into account all aspects of an individual’s life.  AIBDHP strives to promote opportunities for the mentally disabled to be part of an environment that supports people reaching their full potential as individuals and community members by offering hope, empowerment and choices.

Under the direction of the two county joinder, a comprehensive array of community based services are offered, such as outpatient services, case management, day treatment programs, crisis services, community residential programs, family living programs, supportive housing, sheltered workshops and supported employment programs, early intervention services, consumer operated drop-in centers, peer support and family based mental health services.
As a result of the Mental Health Procedures Act of 1976, AIBDHP is also responsible for providing 24/7 emergency delegate services.
